Yes charger comes with and yes it says up to 30 fps.

The 24 fps options are only found on the latest HD vedio cameras. They start at around $18,000.
I doubt if you will ever see a point and shoot camera with that feature.
Here are the video modes for the W90:
• MPEG Movie VX (VGA 30fps movie mode with audio)
• MPEG VX Standard, 640×480, 16.6fps
• MPEG Presentation, 320×240, 8.3fps
